Here is just a quick and easy method of getting more animation from your puppet.
This can be done in a way that does not leave permanent change on the puppet, but it does allow you make the puppet move and it looks like the puppet is doing it on its own. Get a piece of nylon fishing line about 30 inches long. Tie the line around the wrist on the arm that is away from you. Measure out the required length of the line and put a loop around the puppets ear. You can experiment with the length of the line until you get the exact movement that you want. Once the line is tied around both the wrist and looped over the ear, put your hand in the puppets head and move the head from side to side.
Once you start doing this, you will see that as you move the head, the arm will begin moving up and down. Practice moving the head and you will soon see that you can control the movement of the arm with the movement of the head. It is as easy as that. You might want to use the fishing line attached from the ear to a leg and see what kind of motion you can create this way as well. Play with the concept and see what you thing. The beauty of this is that if you get tired of the motion, it is easy to remove the line and nothing will have changed.
